Attracting and retaining global talent to strengthen Canada’s economy

Attracting and retaining talented students and researchers is essential to Canada’s economic competitiveness. Canada must rebuild confidence as a welcoming destination and focus on meeting its targets for attracting qualified international talent. 

On October 20, 2026, Universities Canada appeared before the House of Commons Standing Committee on Citizenship and Immigration and called for federal action to: 

1. Improve visa predictability and policy stability to rebuild confidence in Canada as a welcoming destination for qualified talent. 
2. Support international partnerships that strengthen research, advance trade and expand opportunities for Canadians. 
3. Create a coordinated International Higher Education Talent, Research and Innovation Strategy linking immigration, research, trade and workforce priorities. 

Universities are ready to work with government to develop Canadian talent and help businesses grow.
